We have the honour to report in accordance

with your confidential letter of the 15th. of August that

having fully considered the various points we are of the

opinion that it is a practical project to convert Whampoa into

a moderately deep sea port, and that there is no other port or

position that can possibly compare with this place either in

convenience or efficiency, in point of fact it is impossible

:

in our humble opinion to even consider the project of turning

any other place into a rival of this port in any way.

Under existing conditions there is a good

anchorage to the West of the Cambridge Barrier and between the

North of Dane's Island and Mount Louisa for 4 large steamers,

these steamers can arrive at high water with a draught of 22

feet and if the second bar was dredged to 20 feet the draught

could be increased to 26 feet at ordinary high tides.

Any dredging operations however in the

vicinity of the main channel must always be somewhat uncertain

as there is such a tendency of the bottom to silt owing to the

state of the reclaiming that is being earried out.
